It's a system that is based mostly on ratings (70% I think) with some on actual production (30% I believe). The only defensive production taken into account are steals and blocks. PA/SF, TOs forced, STP% are not taken into account. It's hard to come up with a perfect formula, but Chili does a pretty decent job. It's a nice tool to see how players stack up, but I wouldn't solely use it to assess player value. According to this formula, my team looks like it should be maybe slightly above average (#7 PG, <#13 SG, #11 SF, #9 PF, #7 C). But that's mainly because my team's bread and butter is defense.
