1. I have $3M in cap can I use that to sign someone and still have the mle available separately to use for a signing?

And I assume it's the same for this version. But, I remember years ago in DDS1. I had like 2 spots left and 5 offers out. I could only take 2 of them so nobody would sign, I had no idea for like 5-6 SIM days before it got pointed out.
