When are players traded during the off-season restricted until?

The answer is clearly defined in the CBA, under the section labeled "Trade Restrictions."
In the future, and not just for you Ocons, when you have a question that is CBA related, look at the CBA before asking the question. If your question is not answered in the CBA, then it's a question worth asking.

I did check there and it still wasnt clear to me. . .if the off season is one day, does that mean they are good on Day 29 or Day 30? Also, it may gave been the CSL but i thought players traded in the off-season were eligible again on Day 1.

We want to encourage GMs to find the answers on their own and not always ask for help. Your post did not make it seem like you looked for the answer at all.
It would be Day 30. The offseason is considered one day, but that means the player was traded on that one day, so 30 days after that point would be Day 30 of the season.
