If I send a player to D league, can another team sign him or do i still retain his rights?
Can I recall him and send him back down at anytime during the season?

Nope, you retain his rights even when he's in the D-league, and you can send him down and recall him at any time.

It was mentioned at some point somewhere, but since changing offensive sets and setting player instructions can only be done by the simmers, they won't count as manual DCs.

Thanks , saw where dapralbe and Dennis talked about that but I was assuming strategy was separate from offensive set or PI's.

If by "strategy", you mean things like pace, zone, defensive intensity, etc. Then yes, that does count as a manual DC because that can be done by anyone with game access. Again, offensive sets and player instructions are free, everything else costs a manual DC.

Is there a probationary period other than normal Trade Restriction that a player that signs an offer sheet who is matched by original team be traded to team he signed an offer sheet with?

I think you can't trade for the player for the season + next offaeason, but I need to check that tomorrow.

Per NBA's CBA (which we're following for non-financial issues I believe):

If a team matches an offer sheet and retains its free agent, then for one year they cannot trade him without his consent, and during that year cannot trade him at all to the team that signed him to the offer sheet. They also can't trade the player in a sign-and-trade transaction (see question number 91). A restricted free agent's resulting contract (whether with the new team or the contract is matched by the player's prior team) cannot be amended in any manner for one year.
