Rookie Trade Restrictions

Are rookies restricted to Day 60 or Day 90? Somebody told me Day 60, but January 31st is Day 90. So which is it?

he why are there so many restrictions in trading players?
i was like in 20+ sims when i was at college...imo trading is the best way to keep the activty up...its pretty tough to make your team better and have above all fun...when so many players cant be traded...

Yeah but those league's are Cracker-Barrel-things.. We want to get as close as possible to the Real nba. Also I believe you wont be able to handle 20+ Real active leagues. The CSL isnt a league you join just to trade and do nothing else.
Its no Problem to improve your team, its still possible. It just takes more time. Look at my Celtics, we have been a bottom5 team a season ago.
In another league (NLL) I finished 2 trades in the last 3 seasons. For us trading isnt Real activity.
